Dick Spencer specializes in complex problems which require effective advocacy at the local and state levels and before administrative agencies, the state courts and the Legislature. He is among the State’s experts in such diverse areas as land conservation, land use, municipal law, and public finance. Dick’s approach to problems is intuitive and creative. He thrives on finding the answers to difficult and complex problems.

Dick is listed in Best Lawyers in America, a guide to leading lawyers in the country, in the categories of Education Law and Public Finance law.

He served for four years as House Chairman of the Judiciary Committee of the Maine Legislature and has been actively involved in Maine’s non-profit sector.
